Does anyone know how to do so, and how much it costs?

It doesn't have to cost anything to make one. You can use a free webhost like yahoo geocities and they have a webpage builder that you can use, also if you have microsoft frontpage you can use that. It's fairly simple using a webpage editor they do all the work for you. If you need help on a specific problem I might be able to help you I've done a few simple pages myself. I'm not an expert but I can get around.
